2 — Meets Expectations (optional comment encouraged)
3 — Exceeds Expectations (explanation required)
Explanations for ratings of 1 or 3 must be at least 25 characters and should describe a specific observation.

Overall Comments

Provide balanced, constructive feedback. Include both specific positive observations and areas that need improvement or could be strengthened. Do not simply write “good job.” Explain what the official did well and provide useful guidance that will help them continue developing.
